Montgomery College, Central Services (CT) Building has an immediate need for a Full-time Budget and Financial Analyst position. The work schedule is Monday-Friday; 8:30 a.m. – 5:00 p.m. This is a Non-Bargaining Status, Exempt, Grade 31 position. This is senior performance level work involving financial analysis, financial reporting, and fiscal management for college wide capital operations. This position performs a key role in the college wide fixed asset analysis, reporting, and interpretations of the College’s budget performance, growth, and projection forecasts for planning and control purposes for the executive management, as well as for the multi-campus development for college wide unit/department planning and budgeting requirements.

Contacts are with college employees, administrators, Board members, representatives of outside organizations and the general public. These communications involve exchanging information, problem solving and activities requiring skills in diplomacy, persuasion and negotiation; and incorporate a developed sense of strategy. This accounting work requires the understanding and application of complex Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) regulations.

Duties include but are not limited to:

Fixed Asset/Capital Accounting

  • Maintain fixed asset accounting system, ensuring adherence to asset accounting standards and College Policies and Procedures.
  • Prepare monthly cash disbursement report for the College's capital projects.
  • Conduct periodic reconciliations between project budgets and actual expenses, investigate any discrepancies, and implement corrective measures as necessary.
  • Execute asset and liability amortization and depreciation entries.
  • Evaluate lease agreements and lease modifications to determine appropriate accounting treatment, including lease classification (operating or capital) and recognition of lease assets and liabilities.
  • Maintain asset inventory throughout acquisition, capitalization, depreciation, and disposal processes
  • Prepare financial statements and footnote support, quarterly reports, and required regulatory reports from governmental entities. 

Financial Analysis

  • Apply accounting principles to complex annual entries for financial statement accuracy and liaise with auditors for supporting documentation and support audit requests Analyze and interpret discrepancies in accounts, financial documents, data entries, reports and records, make corrections and submit process recommendations.
  • Perform fiscal management duties related to complex in-depth data analyses and development of recommendations for budget insights for executive management to make college wide financial decisions for sound fiscal management and the development of college wide growth initiatives.
  • Investigate complex accounting discrepancies and develop reports for leadership.
  • Recommend, test, and implement systematic and process updates.
  • Conduct variance and financial analysis of general ledger accounts.
  • Respond to inquiries from college units, auditors, vendors, financial institutions regarding accounts and transactions, search account records and transaction files for information to answer inquiries.
  • Continuous education in generally accepted accounting principles (GAAP), Governmental Accounting Statements (GASB), and other financial best practices to ensure proper implementation, accounting and reporting in the college’s annual financial statements; attend conferences or training as deemed appropriate.

Tax Compliance

  • Prepare and file all federal, state, and local tax returns including Form 990, 990T, Maryland 500, and Form 1, ensuring compliance with relevant tax regulations and deadlines.
  • Liaise with external tax compliance advisors to ensure accurate and timely tax filings.

Required Qualifications:

  • Bachelor’s degree in accounting, business administration, financial management or related field, or the equivalent combination of education, training, certification.
  • Five years of related experience in an educational/government institution and/or equivalent professional experience and/or experience that provides the required knowledge and expertise to perform the essential functions of the job.
  • Proficiency in utilizing ERP systems, software applications, database, spreadsheets, and/or word processing required.
  • Knowledge of the principles, processes, and standards for integrated financial analysis and reporting as related to a public institution.
  • Knowledge of governmental financial regulations, including Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) pronouncements.
  • Considerable communication, organizational, analytical/problem solving skills in expressing ideas, conclusions and recommendations in an effective, clear, and concise manner, both orally and in written communication.
  • Must have strong interpersonal skills, work tactfully, communicate effectively with senior management, staff, supervisors, and managers.
  • In addition, the ability to work well in a team environment that is participative/collaborative to creatively resolve business issues.
  • Eligible applicants must currently be authorized to work in the United States and not require employer visa sponsorship.

Preferred Qualifications:

  • Experience in higher educational institution.
  • Experience with Workday ERP system.
  • Advanced Excel skills including pivot tables, VLook Up, macros, logic functions, etc.

Hiring Range $76,679 to $99,671 annually. Initial salary placement is based on candidate experience and internal equity.  Please include a complete resume including all relevant and related work experience.
