Montgomery College, has an immediate need for a full-time Accounting Manager – Treasury Management and Financial Reporting.  The typical work schedule is Monday – Friday, 8:30 a.m. – 5:00 p.m. This is a grade 33, non-bargaining, exempt position. The position is located at Central Services, Rockville. The Accounting Manager – Treasury Management and Financial Reporting oversees and manages the operations and staff of accounting functions to ensure accurate, timely and efficient accounting processes in compliance with college policies and procedures, generally accepted accounting procedures (GAAP) and applicable laws and regulations.

Plans, organizes and directs staff in the daily management and execution of accounting functions and duties.

Ensures company policies and procedures are followed and maintains proper internal controls to minimize mistakes or errors and protect the College from fraud.

Trains and evaluates employees to enhance their performance and development.

Ensures quality and efficient customer service.

Duties include but are not limited to:

General Accounting

  • Manages the accounting, recording and reporting of journal entries, cash receipts and cash management, accounts payable and employee reimbursements for travel and other expenses, account reconciliations, invoice billing, intercompany reconciliations, and capital and fixed asset management to ensure integrity of financial records in compliance with accounting standards and applicable laws and regulations.
  • Develops, implements and maintains accounting policies, procedures and systems in accord with regulatory changes or changes in the College’s financial systems.
  • Oversees the financial reporting process.
  • Submits monthly, quarterly and year-end financial information and annual financial statements including all compliance and regulatory requirements.
  • Participates in closing processes, journal entries and meeting schedules for financial statement preparation.
  • Maintains accurate records that can support regular internal/external audits.

Treasury Management and Financial Reporting

  • Manages accounting and financial reporting functions for college investments to ensure integrity of financial records in compliance with accounting standards and applicable laws and regulations.
  • Analyze cash flow providing liquidity for operations and a healthy cash position. Invest and manage cash flow in conformance with all state investments statutes.
  • Oversee cash management including monitoring, forecasting, and reporting for optimization of resources, liquidity, and vendor and bank relations.
  • Manage accounts payable, billing and unclaimed property.
  • Provide support to develop and maintain a robust financial control environment including compliance with accounting standards, regulatory changes, technology advancements, internal control processes and transactional accounting functions.
  • Ensures compliance with GAAP and GASB accounting and reporting standards.
  • Submits monthly, quarterly and year-end financial information and annual financial statements including all compliance and regulatory requirements.
  • Establish data analytics and conducts financial analysis for budgets, financial activities, audits and operational needs.

Required qualifications:

  • Bachelor's degree in accounting, finance or related field.
  • Three to five years accounting or finance experience including 3 years of experience supervising or leading teams or projects.
  • The equivalent combination of education, training, certification and/or experience that provides the required knowledge and expertise to perform the essential functions of the job may be considered.
  • Strong knowledge of GAAP.
  • Strong communication and communication skills.
  • Knowledge and proficiency in using office technology, including Microsoft Office suite.
  • Eligible applicants must currently be authorized to work in the United states and not require employer visa sponsorship.

Hiring range: $83,374 - $131,713.  Initial salary placement for new hires falls between the minimum and midpoint of the range and is based on relevant candidate experience and internal equity. The maximum salary for this position is $145,904.
