Buyer Supervisor

Job Description

DESCRIPTION

Under the direction of the Director of Purchasing and Contracts (PACS), performs a variety of complex duties in support of District purchasing and contract functions, and bond measures; ensures compliance with applicable law and District policy; serves as PACS lead in the absence of the Director; coordinates with other departments, divisions, vendors, contractors, and outside agencies; researches best source of supply for quality and price; prepares and processes complex informal and formal bids for the District; prepares lists and reports for Board of Trustees approval and information related to purchasing and revolving cash fund functions; trains PACS staff and District employees on processes and procedures; and performs other related duties as may be assigned. The Buyer Supervisor is responsible for complex and higher-level purchasing functions, often requiring large dollar amounts and exercises a higher level of discretion and independent decision-making.

REPRESENTATIVE DUTIES

 E=indicates essential duties of the position 

  • Supervises and evaluates the work performance of assigned personnel, hourly and student workers; assigns daily work tasks in order to facilitate completion of projects. (E)
  • Serves as the PACS department lead in the absence of the Director of Purchasing and Contracts. (E)
  • Performs a variety of complex tasks and duties related to the acquisition of supplies, equipment, material, and services for the District in accordance with federal and state laws, general accounting requirements, and District policies, rules, regulations, procedures, and guidelines. (E)
  • Contacts appropriate vendors to obtain price quotes, availability, methods of procurement and related data to complete purchase requests; interviews vendors regarding purchases and bids; evaluates prices, products, services and sources; develops product and equipment standards. (E)
  • Performs and reviews complex purchasingtransactionsrequiringspecializedtechnicalknowledgeorhistoricalbackgroundof specific materials, supplies, equipment, or services required by District operations (E)
  • Receives and verifies accuracy and completeness of complex requisitions and supporting documents; reviews and verifies insurance documents comply with agreement terms; verifies licenses and registrations with California State License Board and Department of Industrial Relations, reviews and verifies the validity of issued bonds and surety with the California Department of Insurance, Bureau of the Fiscal Service, and AM Best; ensures agreement terms align with requests and accompanying documents; verifies and assists in submitting Board of Trustees agenda items; obtains and clarifies additional information as needed; processes and distributes purchase order documents; places orders according to established procedures; resolves issues and complaints; notifies stakeholders of order status, follow-up, and expedite requests etc. (E)
  • Reviews and processes requests for District sole source purchases; creates Board of Trustee resolutions and recommends approval to the Board of Trustees. (E). 
  • Processes complex agreement requests; communicates with staff and vendors to clarify scope, terms and status of requests; works with District staff to submit agenda items to the Board of Trustees. (E)
  • Prepares and processes complex formal and informal bids/solicitations for the District, and assists District Buyers in preparing and processing bids/solicitations; conducts meetings, prepares and distributes documents, evaluates bid responses, notifies bidders of award and processes related to bidding, reviews and confirms insurance documents and issued bonds, recommends awards to the Board of Trustees, etc. (E)
  • Participates in the development and implementation of policies, procedures, systems, and programs, including training and reference materials. (E)
  • Trains buyers and clerical assistant on purchasing processes and procedures. (E)
  • Assists District staff and vendors by interpreting laws, policy, codes, and regulations pertaining to purchasing and contracts; provides training to District staff and vendors on purchasing processes and procedures. (E)
  • Operates a computer and a variety of office equipment as assigned. (E)
  • Maintains the Purchasing and Contracts website; maintains and updates procurement and contract documents as necessary. (E)
  • Serves on committees and chairs to represent PACS in the absence of the Director of PACS. (E)
  • Performs related duties as may be assigned. (E)

MINIMUM QUALIFICATIONS

EDUCATION AND EXPERIENCE: 

  • An associate’s degree from an accredited institution*
  • Three (3) years increasingly responsible purchasing experience.
  • One (1) year supervisory experience.
  • Demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, faculty and staff.

* Additional experience in a lead or supervisory buyer position may be substituted for the required education on a year-for-year basis.

  • Interpersonal skills using tact, patience, and courtesy.

  • Correct English usage, grammar, spelling, punctuation, and vocabulary.
  • Legal authority that apply to Purchasing and Public Works projects.

  • Perform a variety of duties related to the acquisition of supplies, equipment, material, and services.
  • Exercise sound judgment in the purchase of a variety of materials, supplies, and equipment.
  • Read, interpret, apply, and explain rules, regulations, policies, and procedures.
  • Train and provide work direction toothers.
  • Maintain records and prepare reports.
  • Operate a variety of office equipment including a computer, scanner, calculator, and copier.
  • Establishandmaintaincooperativeandeffectiveworkingrelationshipswithothers.
  • Plan and organize work to meet schedules and timelines.
  • Understand and communicate effectively both orally and inwriting.
  • Work independently with little direction.

WORK DIRECTION, LEAD AND SUPERVISORY RESPONSIBILITIES: Supervises Buyers, Short Term Hourly Employees, and Student Workers.

PHYSICALEFFORT:

  • Sitting for extended periods of time

  • Bending and reaching to retrieve and file records. Light lifting of boxes.

WORKINGCONDITIONS: Normal office environment.
